[4suite] Bug in CVS snapshots

I found the bug in the CVS snapshots everyone has been reporting. 
Someone went and started using the PyXML "Data_files" object from their
distutils extensions without first properly checking that PyXML was in
the directory.

I'll fix it, and I'll remind everyone here to test setup.py changes with
and without PyXML in the directory (although it's still recommended).
