[4suite] CVS problems

Whenever I modify a file from the Ft CVS locally and try to update,
CVS spits out messages like

cvs server: Updating .
cvs server: de.po: hard linkage of 1.1 and working file do not match
M de.po

In some cases, these appear to be fatal errors, and CVS exits (with an
abort); the only work-around then is to remove the modified file and
update. Instead, I'd expect CVS to attempt merging, so that I can keep
my local modifications.
