I was just thrashing about trying to find a way to serialize without moving namespace declarations (possibly by converting or creating in a weird way).  Not a huge deal, just strange IMO, which appears to be the minority opinion!  :}

My guess is that it seems strange to me (whereas it doesn't to others) because I'm working with signatures, so I'm sensitive to otherwise valid changes that would break a sig.  It works out in the end as sigs have to be c14n'd preciesly to flush out these kind of changes.
