[4suite] cygwin install

Hello folks:
             I am attempting an install on cygwin using
     the tarball from sourceforge.  When I use the
      setup.py script, I get many warnings from
     builddocs about 'permission denied'.  As a cygwin
     environment, there is no 'root' account. I
     have write access to all directories in config.cache.
     If I try a clean install with '--without-docs',
     i.e. python setup.py install --without-docs
     then I get the same messages.  After the messages,
     the install eventually fails running BuildDocs for
      Ft. 
           Ideas?
