Initial Comment:
If you use a fallback within an XInclude element and
the  XInclude successfully resolves the target
resource, the fallback is also included in the output
document (although it should be ignored).  The new use
case surrounding `SPEC_SRC_1_plus_fallback` in
`test/Xml/Core/test_xinclude.py` clearly covers this
case, although the previous use case surrounding
`ERRATA_SRC_1` is also failing, and it would appear to
be for the same reason.
