I thought that is why we have an XML catalog implementation.
People tend to get used to using the HTML entities in their documents and
without reading the DTD, they are undefined (and thus an error).
I remember back a ways that someone pressed hard to get external entity
parsing the default, so now it seems ironic that there is pressure to revert
to the old behavior.
I'm personally -0 on the change, but we should try really hard to figure out
which set of users are the ones we please by default.
