[Versa] Proposal for issue 1010: N3 like URI references

I propose modifying the resource-literal production to look like:

[8] resource-literal ::= ('@' string-literal) | uriref


and adding the uriref production of

[8a] uriref ::= '<'[\<]* '>'


Then updating the spec to mention the new form and stating the  
implementations can produce a depreication warning if the "@" format is  
used.
