Do you have an example of the kind of problem you think it might cause?

I have concerns that this might make the language harder to remember. If I feed 
a list to a function, I generally don't want to look up the function's docs to 
know whether it'll understand (('foo')) as (<list>), as ('foo'), or as 'foo'.
